Senior Project Manager

We are Systematix and we are currently looking for a Senior Project Manager / Leader for our client.

ABOUT THE PROJECT:
Our client is seeking a Senior Project Manager / Leader to support a portfolio of high-profile healthcare technology and digital transformation initiatives within a large public sector environment. This role provides leadership across complex, mission-critical projects involving business transformation, cloud modernization, web-based applications, APIs, enterprise integrations, and digital health solutions.

The successful candidate will be responsible for leading project teams through the full project lifecycle while ensuring deliverables are completed on time, within scope, within budget, and in compliance with project management methodologies, governance frameworks, Digital Health standards, and organizational policies.

Working within a highly regulated healthcare environment, the Project Manager will oversee planning, execution, stakeholder engagement, risk management, budgeting, reporting, governance, change management, and organizational adoption activities while supporting modernization initiatives and enterprise service delivery improvements.

ABOUT THE RESPONSIBILITIES:

  • Provide project management leadership for multiple high-profile healthcare and technology projects
  • Lead planning, execution, monitoring, and successful delivery of complex business transformation and IT modernization initiatives
  • Develop and maintain Integrated Project Plans (IPPs), schedules, timelines, resource plans, and integrated project roadmaps
  • Gather and develop requirements to support project planning and execution activities
  • Manage project scope, budget, quality, risks, issues, dependencies, and stakeholder expectations
  • Lead multidisciplinary teams consisting of business analysts, architects, designers, developers, testers, vendors, consultants, and ministry resources
  • Develop and manage complex project budgets involving multiple funding sources and cross-organizational dependencies
  • Monitor expenditures, forecasts, reconciliations, and financial controls to ensure fiscal accountability
  • Create project status reports, dashboards, executive briefings, presentations, and steering committee materials
  • Identify, assess, prioritize, and manage project risks and issues while developing mitigation strategies
  • Facilitate stakeholder engagement sessions, governance forums, steering committee meetings, and executive reviews
  • Manage integrated change control processes and change requests
  • Support business transformation, organizational readiness, communications, training, and change management activities
  • Oversee implementation and integration of cloud services, APIs, web applications, and enterprise solutions
  • Promote OPS I&IT standards, project management best practices, and quality management processes
  • Provide project, program, and portfolio-level reporting to executives and stakeholders
  • Coordinate knowledge transfer activities and project closeout documentation

REQUIREMENTS:
Must-have:

  • 10+ years of project management experience leading complex, mission-critical business transformation and IT initiatives
  • 10+ years of experience managing design, development, implementation, and integration of enterprise IT solutions and services
  • Extensive experience with web-based applications, cloud-based services, APIs, and enterprise integrations
  • Strong SDLC knowledge including Waterfall, Agile, DevOps, and Iterative methodologies
  • Experience leading multidisciplinary teams and cross-functional delivery groups
  • Experience developing and managing integrated project plans, schedules, budgets, forecasts, and project controls
  • Strong stakeholder management, governance, executive reporting, and steering committee experience
  • Experience identifying, prioritizing, and mitigating project risks and issues at senior executive levels
  • Experience applying business transformation and business process re-engineering methodologies
  • 10+ years of experience supporting Java and/or Microsoft .NET technology environments
  • 7+ years of Agile delivery experience including backlog management, sprint planning, velocity tracking, retrospectives, and Agile testing
  • Experience with MS Project, Planview, Jira, and Azure DevOps
  • Experience with Azure, OpenShift, Kubernetes, Docker, IBM Cloud Pak, Red Hat, and IBM WAS environments
  • Experience facilitating JAD sessions and translating business requirements into delivery plans
  • Experience with Digital Health standards including HL7 FHIR
  • Strong leadership, facilitation, negotiation, communication, presentation, and stakeholder engagement skills
  • Current CRJMC clearance or ability to obtain one

Nice-to-have:

  • PMP designation
  • Scrum Master certification
  • Healthcare and Digital Health project experience
  • Knowledge of Public Sector Enterprise Architecture frameworks and governance processes
  • Experience with Public Sector Unified I&IT Project Methodology and Gating Process
  • Knowledge of GO-ITS standards
  • Knowledge of FIPPA, MFIPPA, and PHIPA legislation
  • Experience with public-facing digital services and healthcare modernization initiatives
  • Experience developing training materials, communications strategies, and change management plans

KNOWLEDGE TRANSFER:

  • Create and provide knowledge transfer documentation as part of the knowledge transfer plan
  • Ensure project knowledge is transferred to ministry staff and stakeholders throughout the assignment
  • Support transition planning, operational readiness, and project closeout activities

ABOUT THE ROLE:
Location: Onsite – 222 Jarvis St., Toronto, Ontario
Duration: June 15, 2026 – October 5, 2027
Work Hours: 7.25 hours/day, Monday to Friday between 8:00 AM and 5:00 PM
Work Model: 5 days onsite
Security Clearance: CRJMC

PAY DISCLOSURE:
The average hourly pay range for this field is as follows:

  • Junior: $92–$101/hr
  • Intermediate: $101–$108/hr
  • Senior: $108–$113.63/hr

Compensation is commensurate with these standards; exceptions may apply based on experience, skills, healthcare project experience, cloud transformation expertise, Agile leadership experience, certifications, and market conditions.
