Proposal Team Lead – Business Enablement & Operations
About the Role
We’re Systematix, a leading provider of IT/IM consulting services to both public and private sector clients across Canada. We’re looking for our next Proposal Team Lead – a dynamic, tech-savvy leader who can blend strategic oversight, operational excellence, and hands-on expertise in proposals and business systems.
This is a critical leadership role responsible for overseeing proposal development, optimizing operations, and driving innovation with tools like Bullhorn, SharePoint, and Microsoft 365 automation. You’ll lead a high-performing team while modernizing processes to ensure we continue delivering top-tier IT/IM services. Based in our Ottawa branch, this full-time permanent role offers remote flexibility while requiring regular in-person collaboration.
What You’ll Do
- Direct end-to-end development and submission of complex for public and private sector IT/IM proposals, including coordination of internal teams, external partners, and subcontractors, ensuring timely and compliant submissions.
- Manage and mentor a growing team of proposal writers, coordinators, and recruiters, fostering collaboration, accountability, and professional growth.
- Partner with sales, technical, and leadership teams to craft tailored, value-driven proposal strategies aligned with client needs and business goals.
- Support cross-functional planning and change initiatives in collaboration with sales, leadership, and technical staff – laying groundwork for improved delivery and reporting systems.
- Lead regular bid strategy meetings with sales to ensure alignment and progress tracking.
- Initiate and manage business process improvements across proposal operations, recruiting, and internal workflows using Power Automate and Microsoft 365 tools.
- Author and edit critical bid sections, synthesizing input from subject matter experts and leveraging existing collateral for compliant submissions.
- Administer central repositories (Bullhorn ATS/CRM, SharePoint), including metadata standards, procedures, and user guides.
- Build and maintain dashboards that provide actionable insights on utilization and pipeline health to guide business growth strategies.
- Create and manage libraries of reusable content including proposal templates, corporate resumes, project references, and guides to enable faster and targeted responses.
What You Bring
- 5+ years of experience in proposal writing/management within IT/IM professional services (federal government and IT/IM services preferred).
- 2+ years of leadership experience managing team members.
- Strong understanding of corporate criteria, including:
- Calculating billable days and invoiced amounts.
- Generating and presenting key data reports.
- Drafting internal process documentation and project plans.
- Proven ability to manage multiple complex bids under tight deadlines with strong prioritization skills.
- Advanced Microsoft 365 skills (Word, Excel, SharePoint).
- Strong organizational and project management abilities, with a proven track record of meeting deadlines.
- Excellent organizational and document management skills.
- Must be eligible for and maintain Government of Canada SECRET security clearance.
Preferred:
- Experience with Bullhorn or similar ATS/CRM administration.
- Bilingualism (English/French).
